Surprise Solar: Permits, APS and Part-Year Homes
Rooftop solar in Surprise needs a city building permit. The city's code amendments exempt solar attic fans and solar pool and spa heaters, not photovoltaic panels. Most Surprise homes are on Arizona Public Service, and Salt River Project does not list Surprise among its cities.
Verix Energy is based in Gilbert and serves Surprise and the West Valley. We consult and sell. Licensed, ROC-certified Arizona contractors design and install.
Which solar work needs a Surprise permit?
Surprise lists the work that is exempt from a residential permit in its local code amendments. Panels that make electricity are not on that list.
| Permit needed? | Where it comes from | |
|---|---|---|
| Rooftop solar panels | Yes | Not on the city's exemption list |
| Solar attic fans | No | Electrical exemption in the local amendments |
| Solar pool and spa heaters | No | Plumbing exemption in the local amendments |
How long does Surprise take to review a solar permit?
The city's Standard Review Times sheet counts City of Surprise working days. Plans go in through the city's permits and applications portal.
First review
4 working days for residential solar photovoltaic plans.
Each later review
2 working days, if the city sends corrections back.
Issuance
2 working days once the plans are approved.
Inspections follow the install, and utility permission comes after that.
APS is the usual utility in Surprise
SRP's list of the cities it serves leaves out Surprise, and APS serves most homes here. The bill is the final word, since Maricopa County notes that service depends on location. The city also offers a My Surprise Address lookup for property services.
With APS, the application goes in after the city permit clears. APS sends permission to operate by email and leaves a door hanger, and the system should stay off until then.
Part-year homes and batteries
Surprise has large active-adult communities, and some owners spend the summer elsewhere. If your home sits empty for months, say so early. A battery meant to keep a refrigerator and a few essentials going while nobody is home is a different design from one meant to back up a busy household. Panels alone shut off in an outage. The battery page covers how backup works.
Sun City Grand, Marley Park and architectural review
Communities such as Sun City Grand and Marley Park have associations and architectural review, so bring the guidelines if you have them. Under ARS 33-1816, review can set reasonable placement rules but cannot prohibit solar, and ARS 33-439 voids deed restrictions that effectively do.
